Scientific and technical developments in the field of industrial and economic facilities safety have necessitated the further development of research into the processes occurring in metals during welding, the creation of new materials and technologies for permanent joints, ensuring cold-resistance and reliability of the technique of the North. Particular attention is paid to the formulation of the new systematic research on major fundamental issues of mechanics, physics and chemistry of the processes occurring in metal constructions during the installation, maintenance and repair, interaction of design and the environment, including the permafrost, leading eventually to accidents and disasters. To minimize the risk of emergency situations that can lead to unpredictable consequences it is necessary to find optimal solutions and create models based on fracture mechanics, reliability and risk theory, and GIS technologies.
