На основе современных подходов к истории, широкого использования архивных материалов рассмотрено формирование органов власти в отдаленных северных округах Якутии, где отсутствовала постоянная информационная связь с центром. В постреволюционное время и на окраинах возросла социальная активность. Показано, как это сказалось на формировании органов власти, на их организационных и исполнительских функциях.
